Sand is a grounding problem
Dry sand is a poor conductor. Soil resistivity here is high enough that a single rod frequently will not achieve an acceptable reading, however easily it went in.
The answers are from the same family as in Muskoka — multiple electrodes, greater depth, a concrete-encased electrode on new work — and they get decided by measurement rather than by assumption. Anybody quoting a grounding solution here without testing is guessing.
